Seven European powers negotiate alliances and submit simultaneous orders, with no dice to rescue a bad promise. The military rules are compact; reading the other players is the real challenge. Avalon Hill's 1976 edition brought Allan B. Calhamer's 1959 design to its familiar bookcase format. Best suited to a group that enjoys bargaining and can take betrayal in the spirit of the game.
